Never. Why would you start them on a pattern of bad habits and poor sleep? There is a long list of reasons not to do this and not a single legitimate reason for it.

I’m just trying to figure out how to get my child to sleep somewhere else besides MY bed
3 of 4 always had one. I learned with #1 that starting a disney movie or PBS, 30 mins before bedtime, meant a peaceful transition to sleep. Whereas no movie meant they were up and down for 2-4 hours “trying” to fall asleep.
Sleep experts would warn that sleep is best achieved with as little light and dialogue (talking -whether conversation or singing) present in the room as possible. Light and dialogue make the brain want to “stay awake” in a sense. And, it does make it more difficult for others to watch your child. My nephews can’t fall asleep without the tv on and so we can’t put them in a regular bedroom and bed when they stay. They have to sleep on an air mattress in my husband’s man cave.
My kids have always had TVs in their rooms.
My son has had a TV in his room since he was maybe 6? But never used to help him fall asleep and it’s always off by a certain time. You can find a white noise machine if needed or even tell a smart home device to play certain noises (mine plays thunderstorm noises when I’m alone and rainstorm when my partner is over. My sons okays ocean sounds). Try not to get a child used to needing a TV to fall asleep, that’s going to do nothing but cause issues for as long as they need it
Dont do it! They will depend on it and starts sleeping problems at a young age!

My husband and I also have never had a TV in our room. When it was bed time, they’d go to sleep, not go watch TV.
Kids do not need TVs to fall asleep
My two year old goes to bed at 7 and watches a film normally asleep by half past
My 8 year old goes to bed at half7/8 to watch a film and asleep by 9
Regardless if they are asleep or not telly goes of at 7.30 for youngest and 9 for eldest
I find the tv helps them to wind down befor bed
My ADHD son sleeps better if he has curious George playing in the background. It calms him.

No right or wrong answer u do what works for you. Both my daughters have to fall asleep to the telly so Both have one. My eldest got 1 when she was around 2. My youngest sleept with me until she was 6 n I had 1 in my room… so when she went into her own room she had 1 straight away as was used to it.

Help them fall asleep lol my kids have tvs in their rooms but they’re off at night cause they’d stay up all night watching them. They’re allowed to watch them for one hour on non school nights then they shut off cause I set the timer.
It will never help them to fall asleep
My older two boys got one when they were 10 ish. They’re 14 & 13 now. TV is off at bedtime but they get the pictures/light from the chrome cast on the TV all night
