anyone know why a baby’s temp would be in the 95 range with an ear thermometer? a little over a year old

I’d say it was inserted improperly. If it doesn’t bounce off ear drum it is not accurate
i did a little google and found these results. 
says it’s normal but if your concerned i’d suggest contacting your child’s doctor.
My pediatrician said don’t use them because they are not accurate. She suggests using one that goes across the forehead or under the arm
