I think it matters, personally, I wouldn’t buy off brands. Not for a baby.

I always go name brand for quality
I’ve used store brand and my kids tolerated it fine same as with the name brand that WIC paid for…
FDA regulates all formula. Name brand or off brand is the same thing. Trust me I have 4 kids it don’t make a difference in the out come. Same ingredients different names. You are paying extra for the name. That’s it.
