Baby daddy and taxes

Hi! So I have a question!
So my ex husband told me the other day he would like to claim our daughter for taxes. I told him no cause for two reasons. One he’s behind on child support and two he doesn’t even see her.
We live 8 hours away and he doesn’t try to meet up or anything.
He told he should have the right cause he is paying his child support more now. On our paper work it says he can claim her every other tax season. But I feel like it’s not fair for him to do so. He doesn’t even try to talk to her or see her. So real question is, does he have the right to do so to claim her on taxes?
