Possibly a scared straight program?
I would try some kind of counseling first. A lot of behavioral programs for troubled teens are extremely damaging and abusive. I encourage you to look up the troubled teen industry, or listen to the podcast called Troubled.

Check with your local mental health clinic. I would also recommend joining a church and getting him involved in youth group. That may help a lot.

Child if a teen will have to agree and sign for treatment and if they refuse will not be seen
I work in a group home for at risk teenage boys, most of which ended up in our care for lack of mental health or wrap around services provided by parents. I highly recommend reaching out to your areas human health and services department or Children and Family Services for resource information especially therapies. It’s hard to point the right direction without a little more information on what the struggles are. Strictly behaviorally? Maybe try youth probation department and see what they could recommend. There are tons of resources available that most people don’t know.

In Oklahoma there is a program called Thunderbird. It is ran by the National Guard. Its a 5 1/2 month on campus program

Instead of a ‘behavior’ program why not get appropriate mental health support? This post rubs me wrong as an autistic child who was beat to hell . I had ‘behavior’ issues. It was autism and adhd.
