No disrespect intended but 2oz of milk is not enough for a 1 year old,that’s why he is waking he doesn’t have enough in his belly to sustain a full night and that’s why he cries at just water it has no nutritious value and he is hungry 
I agree! This child needs more milk and food, he needs more nourishment. His body needs it for a full development!
