How do you wean a toddler from a pacifer when you have a newborn that requires one?
Cut off the top. That’s what I did. Works. No interest for it any more.
IMO pacifiers are a crutch for the parents. Throw the damn thing in the trash. And the babys too. And like I said IMO.

No Newborn requires a pacifier. I noticed a direct correlation between kids with pacifiers/sucking thumbs and needing severe orthodontia (braces). Guess whose kid has perfect teeth? In the US, they seem to plonk one in the baby’s mouth before handing it over! To wean your toddler, you give it to the Wa-wa Fairy who collects pacifiers. You put all the pacifiers in a jar and she leaves you a really good toy to show how you’re not a baby anymore. (Fairy name/gender varies locally). Then you bin them and they get a toy.
