Tell him to grow a pair.
I think you have a choice to make. Your dogs or living with your boyfriend. You all could continue to live seperately like you do now. Living together is not a true commitment so do you really want to get rid of your dogs for someone who is not really committed to you?

Exposure therapy could help
Id start with small exposures, bring 1 dog over for a “play date” then ease into 2 then talk about moving in, if the fur babies are part of your family, they will have to get used to him as well, good luck, hope u find something that works for you!
