Should I be concerned that my 9 month old still isn’t crawling or lifting herself up?

I would be.
She may be within a normal time frame but I would be concerned.
Talk to her doctor.

Have you talk to doctor? They can bring therapy in make sure the baby is on track… my second daughter refused to crawl she hit all her milestones but crawling, at a year she started walking
