Walmart is really my fav cuz their shirts are like $4-$5 each and good quality
I liked the stores that had a quality guarantee like Walmart. If they wear them out (lots of holes in knees at my house) before they grow out of them you can return them for a brand new pair in the same size. Keep your receipts. If you have two close in age this works even better!
The Children’s Place app always has sales and I buy off season and size up. Plus it’s free shipping to your home on orders over a certain amount.
Thrift stores, buy nothing and freecycle type sites. My son turned his clothes and shoes to dust playing, so nothing to pass on! Maybe see if there are mom’s exchange groups in your area.

Honestly lol Amazon during deal days ($2-$15 for regular to dress shirts), temu ($1-$8), eBay, swap website. My son keeps his shirts good but hard on his pants.

Once upon a child, kid to kid (my fave because they always have extra sales in top of already being inexpensive) or facebook marketplace. I also go online and get tons of cute stuff from Temu. Some of their stuff is eh quality but most of the clothes I got have been good and you get free stuff all the time with them.

I have a couple goodwill that are within 20 minutes from me, I pop in those here & there… walmart, meijers, old navy, children’s place, jc penney… I think they all are reasonably priced… I always shop sales/clearance … … I felt I can pick up clothes cheaper brand new vs a used once upon a child.

When my 14 year old was younger, I always bought all her clothes from there. High quality clothes for a really great price!! I’m not sure of what their prices are now but they were insanely affordable 10 years ago.
