It’s about what your daughter wants,it’s not that unusual also it’s between you and her. Happy kid happy mom.
It’s your child why do you need there approval for what you do with your own child

She’s feeling herself out and they need to be supportive of and respect her individuality or they can be mad. You allowed your daughter, YOUR daughter to be herself. Good for her and good for you Mom!

Hair is hair! It will grow back. I let my kids all cut their hair the way they want it. One of my girls loves her hair super super short. I’d say it freedom of expression. As long as she’s happy? Who cares what anyone else thinks.
They can kick rocks if she loves it them where is the harm?

She’s YOUR child. How they think they have any say shows how toxic this can be. My daughter shaved her head at her grandma’s and regretted it so we don’t allow her to do that anymore. I shave the underneath of her hair though she loves that
If they don’t like it, they can stick it where the sun don’t shine. Your child’s hair is the least of your worries. Being supportive of the things you can will make life much easier when you have to say no to things that really matter. However make sure you use sun block.
Unless they pay your bills and for your child - no one else opinion should matter 
Not their hair, not their choice, they should be supportive, if not don’t bother to let them visit or go see them. Spend that time with you gorgeous brave daughter
